Chuck Feinberg

Chairman of the Board

Chuck Feinberg leads the programmatic, operations and business activities of the nonprofit NJCCC. He has led successful proposal efforts, and managed large grant projects and contracts from the US Department of Energy, the US Environmental Protection Agency, NJ Department of Environmental Protection, North Jersey Transportation Planning Authority, New York State Energy Research and Development Authority, and several other state and federal agencies. In addition to his work at the NJCCC, he is a partner and the Executive Vice President of the clean energy sustainability consulting firm, Greener by Design, LLC. where he also provides a variety of services to other public and private consulting clients. Among his numerous positions, he previously served as Chair of a State Energy Master Plan advisory workgroup on alternative fuels and vehicles, he also chaired the NJ Clean Energy Innovation Council’s committee on alternative transportation fuels, served on the Board of Trustees of the national nonprofit Transportation Energy Partners, Co-Chaired the Sustainable Jersey Green Fleet Task Force, and is on the Advisory Board of Empire Clean Cities. He routinely works with a variety of stakeholder groups across the region and is a recognized expert and a frequently invited speaker on petroleum reduction topics including electric vehicles, natural gas, biofuels, hydrogen, and others.  Among the noteworthy recognitions of his accomplishments, he is an inductee into the Department of Energy’s Clean Cities Hall of Fame, and recipient of NGV America’s “Advocate Award” for the advancement of alternative fuel vehicles, the NJ Green Building Council Award for Innovative Sustainability Project, and the Northeast Diesel Collaborative “Breathe Easy Award” for his efforts to reduce diesel emissions.

Amanda Nesheiwat

Director of Sustainability & Community Outreach

Amanda Nesheiwat is the Director of Sustainability and Community Outreach for the Hudson County Improvement Authority in New Jersey. A dedicated advocate, Amanda is passionate about sustainable development and implementing local solutions to combat climate change. She serves as a United Nations Representative for the Foundation for Post Conflict Development and is an Adjunct Professor at Ramapo College, where she teaches World Sustainability. As the founder of Envision Green, LLC, Amanda assists local governments with sustainability projects. She holds a Master of Science in Sustainability Management from Stevens Institute of Technology and a Certificate in Executive Leadership for Sustainability from Harvard University.

Bill Wells

CNG/LNG/RNG Consultant

William Wells/Bill is a nationally recognized industry expert in natural gas alternative fuel markets. Having more than 28 years of experience at New Jersey Natural Gas (NJNG), Wells led the effort to develop and implement a natural gas vehicle (NGV) market/business plan incorporating comprehensive market and infrastructure analysis, rate design and extensive financial and risk assessment. He has personally developed many unique and technologically advanced NGV projects. Wells has extensive training and experience in the use of both compressed natural gas (CNG) and liquefied natural gas (LNG) for medium and heavy-duty vehicles as well as LNG fueled ships and rail applications. Since early retirement from NJNG in 2015, he worked for Eagle LNG Partners and Ferus Natural Gas Fuels as Director, HHP and Utility Markets.  In 2017 he started a fulltime consulting practice and provided expert consulting in the areas of LNG, CNG and RNG for UGI Energy Services, Dominion Energy Transmission/NiCHe LNG LLC, Gas Technology Institute-GTI/USTDA, Unitil/Northern Utilities and several other clients.  In September 2023, Bill accepted a role with Elizabethtown Gas Company as a Major Accounts Manager and is excited to embrace this newest chapter in his energy industry career. He is a graduate of Gettysburg College (BA in Business Administration) and is an original signatory of NJ Clean Cities in October 1997.

Brian Keelen

Principal - Air & Gas Technologies

Brian Keelen is the Co-Founder and Principal Owner of Air & Gas Technologies, a multi-faceted company providing engineered solutions for complex air and gas compression needs. He is also the former Chairman of the Eastern Pennsylvania Alliance for Clean Transportation (EP-ACT) and is one of the original founders of the NJ Clean Cities Coalition in 1997. The company was an early advocate for compressed natural gas (CNG) and has built many of the original CNG refueling stations born out of the Clean Air Act of 1992. Air & Gas Technologies is proud to have built New Jersey’s first public refueling station in 1994 for Shell Oil in conjunction with PSE&G. Over the past 26 years, the company has designed, built, and serviced many of the existing 150 CNG stations.

Christine Symington

Executive Director - Sustainable Princeton

Christine Symington is the Executive Director at Sustainable Princeton. Christine joined Sustainable Princeton in 2014 and held several roles before taking the helm as Executive Director. She led the organization’s effort to develop Princeton’s first Climate Action Plan in 2018 and was a key team member involved in creating the organization’s current 5-year strategic plan.

Dawn Neville

Senior Manager of Electric Transportation

Dawn Neville is the Senior Manager of Electric Transportation. In this capacity, Ms. Neville is responsible for implementing EV incentive programs, helping build an EV charging ecosystem for light-duty vehicles and developing a strategy to support medium/heavy-duty vehicle electrification. Ms. Neville began her career at PSE&G in 2012 and has since held progressively senior roles across various departments, including environmental compliance, quality assurance and control, process improvement, and benchmarking.

Prior to joining PSE&G, Ms. Neville spent most of her career in Environmental Engineering, cleaning up the air, land and waters of the Tri-State area, including time working at Honeywell and General Electric. She has formerly held the role of Vice President for Haley & Aldrich, responsible for customer satisfaction and business development of a profit center.

Mis. Neville is a licensed professional engineer in New Jersey, a certified project management professional, and a certified lean six sigma black belt. A graduate of Rutgers University with bachelor’s degrees in both chemical engineering and economics, she also holds a Master of Engineering from Manhattan College. Her professional and personal interests include a passion to preserve and enhance our natural resources

James Hineson

      

General Maintenance Supervisor - Port Authority of New York and New Jersey

Jim Hineson serves as a Sustainability Coordinator within the Central Automotive Division (CAD) of the Port Authority of New York and New Jersey. A graduate of Fairleigh Dickinson University with 25 years of public-sector experience, including 12 years in fleet operations, he plays a key role in advancing shop efficiency, equipment lifecycle management, vehicle donations, and fleet modernization initiatives across seven strategically located facilities in New York and New Jersey. In this capacity, he supports the maintenance and operation of more than 3,000 vehicles and equipment assets.

As part of the Port Authority’s fleet sustainability leadership, he helps advance ambitious electrification and decarbonization goals. His work includes researching, piloting, and validating emerging technologies such as idle mitigation systems, biodegradable lubricants, hydrogen and battery electric vehicles, mobile and solar-based EV charging solutions, and alternative fuels. This includes supporting the implementation of renewable diesel across the fleet, evaluating Isobutanol as a next-generation fuel, and applying extensive working knowledge of compressed natural gas (CNG) and E85 fuel systems.

He has also collaborated with the United Soybean Board and the American Lung Association to help develop the Biobased Certified Fleet Professional (BCFP) course, contributing to industry education and workforce development focused on biobased and low-carbon fuel solutions.

His approach emphasizes rigorous testing and data-driven evaluation to ensure technologies are operationally viable prior to fleet-wide deployment—supporting the Port Authority of New York and New Jersey’s position as an industry leader in clean transportation innovation. He also leads CAD outreach efforts, promoting sustainability best practices and engaging internal and external stakeholders through initiatives such as the Fleet Sustainability Expo, inter-agency collaborations, and workforce development programs.

John Wohlrab

Director Of Government Relations - Waste Management, Inc.

Wohlrab is the Waste Management, Inc.’s legislative and regulatory liaison at all levels of government here in New Jersey. He started his career in the solid waste/recycling industry at a small business that he helped grow into the largest independent solid waste service provider in the state. This company was later acquired by Waste Management Inc. Wohlrab has also been involved with a start-up venture that installed thousands of miles of dark fiber infrastructure throughout the state. He holds a BS from Seton Hall University and a MA from Centenary College.

Matthew Denafo

President - Atlantic County Utilities Authority (ACUA)

DeNafo leads a team of more than 300 employees providing environmentally and economically responsible waste management services across ACUA’s Wastewater and Solid Waste Divisions. This includes a 40 million-gallon-per-day wastewater treatment facility and regional sewage collection system serving 14 municipalities as well as a state-of-the-art solid waste and recycling Environmental Park that serves all 23 municipalities in Atlantic County and a regional collection fleet.  Throughout his career, he has contributed to many of ACUA’s integral infrastructure and engineering projects, including the construction of its compressed natural gas (CNG) station, wastewater facility protective seawall, green vehicle wash, pump station improvements, emergency power upgrades, and landfill cell construction.

DeNafo graduated from the Rowan University College of Engineering with a degree in Civil & Environmental Engineering in 2006, and earned a Master’s in Environmental Engineering from Rowan in 2007. He also holds a Master’s in Business Administration from Rutgers University, which he completed in 2018. 

Mike Cecere

Director of National Accounts – Clean Energy

Mike joined Clean Energy, North America’s largest provider of the cleanest fuel for the heavy-duty transportation market, in 2007 to expand sales in the Eastern US. For 15 years, he worked with leading local, regional, and national refuse and recycling companies seeking to benefit from both fuel and operational cost savings associated with transitioning their diesel fleets over to clean domestic compressed and renewable natural gas. Today, Mike leads Clean Energy’s sales and business development with national trucking fleets in the US.

Mike graduated from the University of Delaware in 2001 where he played football, and then spent 3 years in the NFL. He lives in Moorestown, NJ with his wife and their two children.
